Aaront's proposal

this story does not follow the normal arc
the story is set in a country very similar to Stalinist Russia
             the story begins with a man in his apartment receiving a call from the dictator of the country he lives in. a completely random call from one of the most powerful men in the world, it surprises him, he is initially shocked, and attempts to figure out why he is being called. the dictator simply asks what he can do for the man. the man is dumbfounded, things continue like this. the man continues to receive these calls and continues to speak to the dictator until they develop something resembling a friendship, but they can never truly talk, and there is always a wall. the man still has no idea why he is being called, and the dictator offers almost no explanation. this continues. they discuss a wide range of topics, ranging from governance of the state to the mans work, there appears to be no point. eventually the man confronts the dictator as to why he does these things, why he calls randomly, why he will grant the wishes of a few lucky people seemingly randomly, why the state of peoples lives around the man are so dire, why the dictator has some sort of god complex. the line goes dead, and the next day the secret police of the oppressive state take the man away, he is never seen again.

    I was confused by why the dictator is helping the man.

    Suggestions more details.

    1. he is helping out of some god complex, where he feels to justify himself he has to exorcise his power in these random acts which show ultimate power
